DLC2Action project GUI

• Add a module for basic interaction with a dlc2action project,
• Structure the files as a package,
• Fix file paths in the annotator (to make it possible to call the command from anywhere + support windows),
• Fix icon quality.

To test, install it with python -m pip install -e . and run annotator for the annotation GUI and dlc2action for the project GUI.

DLC2Action package still needs to be installed after doing python -m pip install -e . And it works only with the dev version of DLC2Action so I am wondering if it is wise to merge this the main branch. (Tried with pip install dlc2action but got config not existing problems)

yeah, there was a couple small things I needed to change in dlc2action, I didn't add it to the requirements directly for that reason
