Summary

Set Bifrost client compat should_drop_params to false in the deployment config template.
Document that this is a global behavior change across the Bifrost instance, not a codex-only fix.

Verification

python3 -m json.tool config/bifrost.config.json.tmpl
Live deploy verified separately: config_client.compat_should_drop_params = 0 and /api/config reports should_drop_params=false.
