The circleci image for xcode 8.3.3 doesn't exist anymore. Bumping to more recent version 11.1.0. While the image exists, the build is still failing because of error in nexe.js.

The scope of this PR is way bigger than first intended. I will need to fix the CI tests first so I'll be working to achieve that.
