Add system test resource cleanup script to Google provider

Add a CLI helper under the Google provider system tests for cleaning up GCP resources created during system test runs.
It can be installed separately from that directory and exposes the airflow-google-system-test-cleanup command.

It supports:

• listing resources
• generating an HTML resource tree
• deleting supported resource types
