Code Review

This pull request removes the explicit bigtable_version variable and its associated TODO comment from BeamModulePlugin.groovy. The google_cloud_bigtable dependency is updated to rely on the version specified by the Google Cloud Platform Libraries BOM instead of using the hardcoded version. There are no review comments, and I have no feedback to provide.
