Implement register_table for the Hive Metastore catalog, allowing registration of existing Iceberg tables by their metadata location. The implementation reads metadata from the provided location and creates a corresponding HMS table entry using the existing convert_to_hive_table helper. Changes: - Implement register_table method in HmsCatalog - Add integration test test_register_table Partially addresses apache#1893
