Supersedes apache#16989, whose core-tests (21) run failed on what appears to be a flaky/unrelated test (this is a patch-level AWS SDK bump and the other matrix shard was cancelled, not failed). Re-runs CI from a clean branch. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
