LyondellBasell initially announced in 2023 that exiting the refining business was the "best strategic and financial path forward" for the company. The Houston Refinery — the first refinery built along the Houston Ship Channel when it opened in 1918 — was a full-conversion plant capable of processing 263,776 barrels per day of heavy, high-sulfur crude oil.
