Bound broker JSON request latency

Summary

• add a 30s default abort signal to ordinary broker JSON request/response calls
• thread caller abort signals through broker delivery handling so /v1/deliver stops at major processing boundaries after disconnects
• update the local harness error expectation to include cursor

Verification

• bun test packages/runtime/src/broker-api.test.ts
• bun test apps/desktop/src/core/broker/service.test.ts
• npm --prefix packages/runtime run check
