- Widen phpunit/phpunit from ^11 to ^11 || ^12 || ^13 (IT9PE1-29290) - Drop StaticArrowFunctionRector and StaticClosureRector from the shared ruleset: rector 2.5 deprecated them as hard errors, breaking every CI build that resolves the latest rector Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
