chore: remove legacy Dockerfiles, keep only Chainguard

Remove legacy Dockerfiles (Dockerfile, Dockerfile.wolfi) and associated workflow (pyatlan-wolfi-base.yaml) since Dockerfile.chainguard and its workflow are now the standard for publishing Docker images.
