P0 Badge Remove hardcoded GitHub Package auth tokens

This commit adds a .npmrc containing GitHub Packages _authToken values, which are usable credentials; anyone with access to the repository (or the repo if public) can read these tokens and use them to access or publish packages under that scope. That’s a direct credential leak and should be replaced with environment/CI secret–based auth and the exposed tokens revoked.
