Establishes the authoritative fail-closed visual-resource boundary. Ten
existing paintings are admitted under their preserved CC-BY-SA-3.0 terms with
stable IDs, hashes, bounds, complete-history evidence, transformation chains,
notice digests, and consumer allowlists. Candidate snapshots cover all 125
classic-client textures and all 9,413 content PNGs without admitting any of
them; the 526 license-unmatched content visuals remain explicitly blocked.
Release packaging excludes candidate inventories and permits only regular,
non-executable JPEG/catalog/notice files. It produces deterministic archives,
resolved release metadata, and checksums with no-clobber behavior.
