Updates to ps costing tooling and various fixes to expresison managment.

Adding error messags for ps costign when key does not exist

Fixes minor issues with new Numpy versions, issues with stacking, and general clean up.

This fixes issues with newest numpy >2.4 and also does abit of clean up. Provides better messages on cost manager.

Speed improvments, eval fix, and faster loading.

Refactors some of the code to remove legacy implementations of eval function, fixes some issues that slowed down data loading, and also removes odd naming issues when using numpy 2.0

Refactors to use pytoml install, adds yaml install, and starts clean up

This is the start of a refactor and clean up for the main psPlotKit.

This restructured repo and started to fix naming issues/clean up problems with in code. Future updates will remove excess features and add tests.
