feat: add cel support to specs and fields

Description of changes:

This adds support for custom cel validation rules to both resources and fields:

resources:
  MyResource:
    custom_cel_rules:
      - rule: "has(self.foo)"
        message: "foo is required"
      - rule: "self.bar > 0"
    fields:
      MyField:
        custom_cel_rules:
          - rule: "self.matches('^[a-z]+')"
            message: "must be lowercase"

which translate into // +kubebuilder:validation:XValidation annotations on the generated CRDs.

I'm waiting for a aws-controllers-k8s member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
