Summary
Adds fuzz testing integration with ClusterFuzzLite to improve OpenSSF Scorecard score. Fuzz targets are placed in tests/fuzz/ for proper lint/type checking integration while ClusterFuzzLite config lives in .clusterfuzzlite/.
