Description of changes: add instruction file config to provide a way to disable instruction files.
Provides independent options for get/delete/delete(s).
Does not support enabling put, since that feature is more broadly not supported.
Does not support providing an S3 client for instruction file fetches only since that's only relevant to Java (as is async/default)
