Description of changes:

For each PR, upload a ZIP containing a dashboard showing spec compliance status for each language to PR artifacts.

Example: https://github.com/aws/amazon-s3-encryption-client-python/actions/runs/18694579745/artifacts/4332252970

For each push to main (or, fireegg-test-servers right now), upload the dashboard to Github Pages.

https://stunning-tribble-3e5oepy.pages.github.io/spec-compliance-dashboard/compliance_homepage.html

This gives us a URL we can access to see spec compliance for the head of fireegg-test-servers.

This is vibe coded -- if we have any issues with it, we should disable it.

Yes. This could be a useful mechanism for us and customers to see how a particular language implementation tracks against a spec. (ex. Customers could see that HKeyring is not supported in C just by looking at its spec implementation status.)

LGTM. I didn't review any of the HTML/CSS/JS but the dashboard looks like it's doing the right thing.
