Description

Why is this change being made?

1. GitHub Actions major version updates happen frequently-ish and usually are not backwards incompatible for us since we use GitHub hosted runtimes. For example, the move to a new runtime usually warrants a new action major version.

What is changing?

1. Bundle GitHub action major version bumps from dependabot into the same pull request. This makes it easier to review them in a batch.
