Adds the automated TER publish workflow (triggers on version tag push, publishes via
tailorwith the org-wideTYPO3_API_TOKEN; extension key comes from composer.json) and raises the version to3.0.1so tagging3.0.1after merge is all that's left.Workflow is based on the current
b13/picturetemplate with cleanups: correcton: push: tagsfilter, migrated::set-outputto$GITHUB_OUTPUT, generic fallback comment.Context: BEXT-598.
