Manual daemon mode is intended to be spawn-only and project-optional, but the endpoint resolver still derived manual daemons from project identity. That forced callers to know a project-scoped URL even when manual mode should converge on one global daemon, and it left the macOS app needing repo-specific endpoint setup. The first pass at fixing this changed resolver defaults but also made explicit --project targeting stop working for client commands like af status and af logs. Those commands use --project as an intentional routing override when no config file is present. Change daemon config defaults so manual mode uses the global default daemon URL while auto mode remains project-scoped. Update CLI resolution so explicit --project still routes client commands to project-scoped daemons, keep listen_addr as the highest-priority override, add spawn-policy hints for daemon lifecycle commands, expand regression coverage, and document the contract for follow-on macOS work.

Context
Manual mode is spawn-only and should not require callers to precompute project-derived daemon URLs. This keeps that default while preserving existing project-targeted inspection flows and unblocks the macOS follow-up to default the app to the global manual daemon target.
