feat: Add Dynamic On-Chain NFT Tutorial (Base Bloom)

Summary Adds a new tutorial demonstrating how to build "Base Bloom," a 100% on-chain dynamic NFT that changes based on block.timestamp.

Smart Contract: BaseBloom.sol (ERC-721 + SVG generation).

Test Suite: BaseBloom.t.sol covers time-travel testing (vm.warp).

Frontend: React component to parse and render data:application/json;base64 URIs.

Verification

[x] forge test passes (3 tests).

[x] SVG rendering validated on SVGViewer.dev.

[x] Local frontend successfully decodes the tokenURI.
