Sync CHANGELOG.md, news fragments, and version markers from the 2.3 release branch backports (bazel-contrib#3997, bazel-contrib#4039, bazel-contrib#4043) into the main branch.

Backports were released in the 2.3.x series (including 2.3.0 and 2.3.1),
but main still contained unreleased news fragments and placeholder
version annotations for those changes.
Sync the released entries into CHANGELOG.md, remove the consumed news
fragments, and update docstring version markers to reflect 2.3.0.
