Enable uv export

Adds a rule for running uv export which allows to export a pyproject.toml using the full feature set of uv to a requirements.txt file. Since uv pip compile is just a backport for pip-compile, it doesn't support the full uv feature set and certain configurations in pyproject.toml get ignored by uv pip compile
