Reason why phase extractor is created
Initially it was planned to copy the data of phases manually but the problem is that the phase_ids are autoincremented and is different from one environment to another.
So it is better to manually invoke an extractor in each environment to insert the correct data
We do not want to schedule this unless required in future
Added more conditions to update ELIGIBLE status and INELIGIBLE status
