The PR is ready, but there's something odd going on with CI - the Toga jobs are all failing. Not sure why that is; investigation is required. |

I've found the underlying problem and fixed it on main; merging this with cancelled jobs. |

Removes pre-commit-updates.yml workflow, and adds a pre-commit dependabot configuration.
