Remove the legacy Ant OpenHands runner

Summary

• remove the retired top-level Ant OpenHands runner container
• remove its image-build script, experiment launcher, agent wrapper, and legacy model config
• keep the historical Ant leaderboard JSON, packaged policies/scores, chart, verifier, audit, and report
• document the canonical task-local tasks/<task>/environment/Dockerfile layout
• update stale Ant docs from OpenHands to the current BenchFlow/OpenCode workflow
• document Vercel ignore behavior for repository-only maintenance
• add a regression test ensuring all nine tasks own Dockerfiles and the retired runner does not return
