Adds .agents/rules/ for AI assistant guidance, with .cursorrules and CLAUDE.md as pointers. Includes ABI cross-referencing policy requiring verifiable, semantically accurate links.
The ABI cross-referencing policy prevents a class of silent documentation rot where links break or point to semantically incorrect contracts. Must be http 200 and semantically sensible.
