This PR brings the skeleton module library up-to-date with changes to the main BioCro R package that have occurred over the last two years or so:
inctosrc/incto comply with CRAN rules about top-level directories.There are also some assorted improvements to documentation, and a
CITATIONfile has been added.As of now, there is no automated testing system for the
skelBMLrepository because it does not contain a fully-formed R package. However, I have tested it by updating myedBMLrepository and running the setup script, and had no issues.I am treating this as a hotfix, since there are no pending changes on the
developbranch.
