19.0 MIG test_queue_job_batch

This PR ports test_queue_job_batch to Odoo 19.0.

What this does

• bumps the addon version to 19.0.1.0.0
• marks the addon as installable on 19.0
• updates generated module metadata to point to the 19.0 branch
• moves test_queue_job_batch from the unported list to the available addons list in the repository README

Notes

• no Python test code changes were required for this migration
• the port is limited to addon metadata and generated documentation references

Validation

• checked the edited files for errors in the workspace
• confirmed there are no remaining 18.0 references under test_queue_job_batch
• Odoo test suite was not run locally because the OCA CI helper commands are not available in this workspace (oca_install_addons, oca_init_test_database, oca_run_tests)
