Os campos Client ID e Secret ID do Paypal plus e Smart payment button são obrigatórios mesmo quando o módulo está desabilitado, por isso não é possível salvaras configurações de meio de pagamento.
Adicionado dependência do módulo estar ativo para esses campos serem obrigatórios.
