Add OpenClaw workflow dashboard

Adds a fork-only test build of the OpenClaw workflow dashboard.

Includes:

• OpenClaw role-based queue dashboard and preferences
• GitHub issue queue search with ClawSweeper labels and linked-PR exclusions
• personal PR/usage governor
• PR monitor with CI/proof/ClawSweeper/Mantis signals
• Discord maintainer handoff text
• focused workflow tests

Validation already run locally:

• pnpm test
• pnpm build
• pnpm exec oxlint --ignore-pattern node_modules --ignore-pattern src/generated.ts .
• touched-file oxfmt --check
• codex review --uncommitted

Fork fixture testing against brokemac79/openclaw only:

• Issue Add OpenClaw workflow dashboard #1: P0 queueable no-linked candidate, expected visible but too-new until age gate passes.
• Issue feat: add multiplex terminal protocol openclaw/crabfleet#2: P1 queueable linked-PR blocker, linked by PR feat: add editable Codex session grid layout openclaw/crabfleet#5, expected excluded/blocked.
• Issue docs: update terminal hub docs openclaw/crabfleet#3: P2 queueable no-new-fix-pr blocker, expected excluded/blocked.
• Issue [codex] Add terminal clipboard upload openclaw/crabfleet#4: contributor clear-shape live-validation case, expected visible but too-new until age gate passes.
• PR feat: add editable Codex session grid layout openclaw/crabfleet#5: linked ready/handoff case with proof/status/merge-ready/Mantis labels; real fork CI currently has failures too, so monitor should not treat it as green.
• PR chore: add maintainer setup baseline openclaw/crabfleet#6: failing CI monitor case with needs-proof/human-review labels and failing fixture status.

Notes:

• Issues were enabled on brokemac79/openclaw for these fixtures.
• No issue or PR was created on openclaw/crabfleet.
• Windows local Worker dev is blocked by Crabfleet container config; full UI/API browser test needs WSL, remote deploy, or a no-container local config.
