Clarify Folder Studio review flow actions

Summary

• keep process/review/sample states semantic in Folder Studio instead of using Ops navigation as the workflow action
• make approved and processing states queue/monitor-first, with review media as a secondary artifact action
• explicitly call out review media as the missing prerequisite while samples are running
• demote metric copy in the folder header so size/result evidence stays primary
