Thanks Jean. I'm gonna bug Mirella about this real quick before you merge it in to see if I can't get lucky with a response from her letting us know how to finally sort this issue out.

default_vw_pin_appeal_unique_by_14_digit_pin_year_caseno_hearing_typeis failing due to two new appeals that appear to have dupes. I'm not sure if we need to notify anyone about this (or who we should notify), but in the meantime, this PR bumps the test threshold to prevent it from failing our data integrity tests.
