Description
This was a change initially suggested by @iGufrankhan in augurlabs/augur#3446
it adds a detailed newcomer guide that shows the first half-dozen or so steps in the contributing process, from joining slack, to working on challenging first issues
Notes for Reviewers
I wanted to make sure it was saved because I think the content is still valueable, it just needs to be looked at again to decide where its new home should be in the CollectOSS repository. As a result, it has not been rebased (because #2 essentially rewrote contributing.md)
