feat(models): validate WebGPU FP32 model 1.0.1

Summary

• add deterministic FP32 graph sanitation for strict WebGPU and WASM execution
• bind model 1.0.1 artifacts, seven-fixture parity evidence, and release gates
• preserve SDK 1.0.4 and model 1.0.0 as defaults until the separate adoption phase

Verification

• pnpm verify
• model pipeline: 50 passed
• WASM FP32: 7/7, zero fallback
• physical WebGPU FP32: 7/7, zero fallback
• develop CI and hosted WASM benchmark passed
