Add Docker environment & web demo

This pull request makes it possible to run your model inside a Docker environment, which makes it easier for other people to run it. We're using an open source tool called Cog to make this process easier.

In case you're wondering who I am, I'm from Replicate, where we're trying to make machine learning reproducible. We got frustrated that we couldn't run all the really interesting ML work being done. So, we're going round implementing models we like. 😊

@bfirsh your Cog is awesome and I love it. Great job! I'll test it and build a project with it in the coming weeks. Only problem (not really Cog problem)with the docker that you shared for this implementation is I need a faster pipeline and passing individual images to docker isn't ideal. I'm rewriting the code to pass and process directories and I hope that will solve the slow processing problem.
