The forecaster fetch portion is IO-limited -- most of the time we're waiting to download the data objects or writing to disk. We're not doing much actual processing (that takes time or memory), so it makes sense to parallelize this chunk. Total memory use in both the parallel and serial approaches should be the same, although it will accumulate differently.
Partially addresses #73.
