Update license exception dataset from recently closed licensing issues

This PR updates license-exceptions/exceptions.json to reflect decisions from recently closed License Exception issues, including newly approved blanket exceptions and denied requests. Generated artifacts are refreshed to keep published data in sync.

    • Approved: axe-core, picolibc, go-textseg, certifi, sharp-lipvips
    • Denied: RemixIcon, @auth0/quantum-product

• Source-of-truth update
