Changes:
- Removes the formal TAG-assigned review label/workflow from the documented sandbox process.
- Adds guidance and links for optional General Technical Reviews (GTR) by TAG Leads and TOC Project Reviews Subproject members up to Day 0.
- Updates the example flow and status definitions to align with the new process (Need-Info/Returning without TAG-Assigned).

Per TOC process over the last few years, typically any TOC comments and review are due on Sandbox issues in the 2 weeks prior to Sandbox Review.
The project maintainers require time to respond and have any follow-up questions or feedback.
To get to Sandbox zero, the TOC began enlisting TAG leads to help with the reviews. At that time, the TOC had requested 3 weeks prior to any Sandbox review.
The TAG Restructure has thrown a wrench in the usual processes, however, going forward, 2 weeks minimum to leave comments/reviews should still be adhered to.
