Adding ability to create locations

Hey Johnathan,

So, I finally made some progress on this project. Ruby's pretty easy for me but I'm still getting used to Rails so it's been fun. I'm submitting this as pull request instead of committing to master directly in case you find any issues with the changes I've made (a very likely proposition).

A couple comments:

• There were two step definitions that I ended up splitting out into a "shared steps" file since it appears that Cucumber doesn't like having different step definitions with the same name.
• It doesn't look like there is an association set up between "projects" and "locations". I guess that might be good for me to work on next.
