Upgrade the Atlas homepage and project README

What changed

• added a runtime-backed catalogue ledger and four-step applicant pathway to the homepage
• added reviewed homepage experience copy for all six public locales
• added a branded locale-aware Open Graph image route
• rewrote the README around the real 257 / 1,152 / 332 / 60 public snapshot, evidence model, architecture, API, quality gates and measured roadmap
• corrected the database migration inventory to 14 Pipeline and 10 Catalog migrations
• removed the device-local favorites page from the sitemap and marked it noindex,follow
• fixed skip-link focus transfer by making the main landmark programmatically focusable
• added unit and desktop/mobile Playwright regression coverage

Why

The public site already has substantial catalogue breadth, but the homepage and README did not explain its scale, source model or limitations clearly. This upgrade makes the user journey and trust boundary visible without presenting record count as data completeness.
