• expands the verified public catalog to 266 universities, 1,234 programs, and 358 scholarships
• reduces universities with fewer than three public programs from 17 to 8
• adds a shareable linked-scholarship filter, secure query-bound cursors, and normalized D1 scholarship scopes
• upgrades cities into a URL-driven dual-view explorer and adds two flagship application guides
• hardens Cloudflare backup and Vercel alias workflows to fail closed

Data safety

• 23 programs and 3 scholarships pass official-source evidence gates
• fee-only reference cycles do not claim an open application window
• unconfirmed scholarship application URLs remain null
• unverified MiniMax inbox and quarantine assets are excluded from this PR

Verification

• npm audit: 0 vulnerabilities
• ESLint and TypeScript: pass
• Vitest: 112 files / 603 tests pass
• Playwright: 50 desktop/mobile tests pass
• D1: catalog 10 + pipeline 14 migrations pass twice with clean integrity checks
• Worker tests and all five dry-run bundles pass
• Next.js production build: 1,109 routes
