[codex] Add runtime macro and combo editors

Summary

• Add protobuf and generated TypeScript support for cormoran.runtime_macro and cormoran.runtime_combo custom RPC modules.
• Add Macro and Combo tabs for editing runtime macro slots/steps and runtime combo slots/global settings.
• Reuse the existing KeycodeSelector behavior editor for macro step bindings and combo target behavior bindings.
• Add demo transport support and focused tests for runtime macro encoding/demo RPC plus runtime combo hook behavior.
