What

Version bump to 0.38 and comprehensive Changes entry summarizing all work since 0.37.

Why

Issue #146 highlights that ACME/Let's Encrypt Perl clients are broken because
PKCS#1 v1.5 signing was disabled in 0.35. The fix has been on main since PR #103,
but there's no CPAN release yet. A proper Changes entry and version bump makes it
easier for maintainers to cut a release.

How

  • Bumped $VERSION in RSA.pm from 0.37 to 0.38
  • Drafted Changes entry organized by category: Security, Bug fixes, Features, Tests
  • The "(unreleased)" marker is there for maintainers to replace with the release date
