In general, the notes in [intro.races] were carefully crafted by SG1. This particular one highlights a circular reading of the text, and goes on to explain that circularity away. The sentence is not wrong, "depends on" does not mean "implies". |

The sentence being removed doesn't seem very helpful, and is possibly misleading.
