- Hard-cut Kotlin onto the version-1 universal evidence adapter with bounded
packages, declarations, extension functions, annotations, generic and
nullable types, and named/default argument resolution. Spring Kotlin now
uses the universal framework pack and Java/Kotlin calls require exact
compiler evidence.

- Make metadata-only incremental graph updates fact-neutral and bounded while
refreshing source envelopes without moving symbol anchors, point-updating
immutable node values, reusing unchanged graph records, and amortizing
snapshot garbage collection. Topology or secondary-index changes still fall
back to full publication.

- Allow in-scope symlinked skill destinations during Compass installation.
