💡 What: Added get_max_sequence_no to JobEventRepository to fetch the maximum sequence number directly via SQL aggregation, replacing calls to list_for_job across five services.
🎯 Why: Loading 1000 items into memory to grab the last one is an anti-pattern that creates N+1 query-like inefficiencies and takes O(N) time/memory.
📊 Impact: Reduces sequence calculation memory footprint to O(1) and decreases network I/O.
🔬 Measurement: Verify tests run cleanly and no functional changes are observable, but large jobs use significantly less memory when adding events.

PR created automatically by Jules for task 15912478041278820158 started by @crabcanon

Replaces loading up to 1000 events into memory to determine the next sequence number with a direct database aggregation query.
