Bumps configurate, otelutils, validator, echo, lib/pq, logrus, and OTel contrib instrumentation packages to their latest releases. Also aligns the otlptrace and otlptracegrpc exporters to v1.43.0 to match the rest of the OTel packages, resolving the pre-existing version split.
