- Using @tssajo 's PR Made possible to compile on Windows with Visual C++ 2017 #106 as a base, pretty-fy and add some basic error checking
- add on mozjpeg submodule so the GH action can build from scratch... edit batch file to do the build as well
- add full GitHub action so that it produces the exe's from a VS2019 build
